December 5, 2026,<\/strong> is the deadline that many Spanish companies and public agencies now have to develop and approve their Sustainable Commuting Plans. <\/p>\n\n

Organizations with workplaces employing<\/strong> more than 200 people<\/strong>, or more than 100 per shift<\/strong>, should be aware that the PMST is no longer optional but has become a legal obligation subject to deadlines, collective bargaining, and penalties for noncompliance. This requirement also applies to public administrations,<\/strong> such as city councils, provincial councils, etc.; it is not exclusive to the private sector. <\/p>\n\n

What has changed, and what is the new deadline<\/strong>? <\/h2>\n\n

Law 9\/2025<\/strong>, dated December 3, on Sustainable Mobility, already required companies and public-sector entities with workplaces employing more than 200 workers (or more than 100 per shift)<\/strong>, with a deadline of December 5, 2027. <\/strong>The Royal Decree-Law 7\/2026, dated March 20<\/a><\/strong>, has cut that deadline in half: the new deadline is December 5, 2026.<\/strong> <\/p>\n\n

The scope of application remains unchanged; the companies subject to the requirements are the same, and the threshold continues to be calculated per workplace, not based on total headcount. What has changed is that there is half as much time to negotiate and implement it, and the Royal Decree-Law adds additional pressure: companies receiving direct public aid must repay it if they fail to comply, and noncompliance may affect their eligibility for grants or participation in public tenders. <\/p>\n\n

What Should a Sustainable Commuting Plan Include<\/strong>?<\/h2>\n\n

The regulation does not leave the content of the Sustainable Commute Plan open to interpretation by individual companies. The plan must be negotiated<\/strong> with the workers\u2019 legal representatives and must include, among other things, measures such as: <\/p>\n\n
