Municipal Urban Action Plans

The Municipal Urban Action Plans (PUAM) are the most important local strategic planning tools which define the municipality’s lines of action and investment (works and services) for the next decade, with the purpose of incorporating the Objectives of Sustainable Development (SDGs) established by the United Nations 2030 Agenda, the criteria and guidelines of the Spanish Urban Agenda and future priorities regarding works and services in the municipal urban agenda. All of this must serve to advance in the design of more livable, fair, inclusive, healthy, intelligent and sustainable municipalities.

The PUAMs are designed to transform municipal spaces and areas and aim to activate, for their development, the processes of participation, debate and dialogue between citizens and social agents in order to achieve a municipal design for the future, as a result of collective reflection and action. This future municipal design goes hand in hand with the analysis-diagnosis and the generation of proposals for action proposed in the drafting of the PUAM, designed to improve the quality of life of citizens.

Fases del PUAM :

  • Phase 1: Diagnosis in which the following aspects are analyzed:
    • Physical and territorial environment.
    • The socio-demographic scope.
    • The economic system.
    • Public infrastructures
    • Environment and energy
    • Educational, socio-cultural and sports system.
    • Public policies on equality, accessibility and sustainable development.
    • Municipal planning
  • Phase 2: Identification of the municipal objectives, where both general and specific objectives are highlighted and the expected results of the study are established.
  • Phase 3: PUAM Implementation Plan, where lines of action are proposed, organized on the basis of specific proposals, which are hierarchized and ordered temporally, thus generating a complete plan of municipal actions under the time horizon of 2030.
  • Phase 4: Plan for monitoring and control of the implementation of the Plan, a phase aimed at measuring the evolution of the different actions and their effect on the municipal reality. For this purpose, a Plan for monitoring and control of the implementation of the Plan is generated, based on a battery of monitoring indicators, which allows us to know the evolution and status of the proposals.
