Regional Road Plan of La Rioja 2022-2030

CPS develops the Road Plan of the Autonomous Community of La Rioja, a technical instrument for drawing up the Regional Road Plan of La Rioja. The aim is to redefine the actions to be carried out on the road network of La Rioja during the period between 2022 and 2030.

The project seeks to improve the territory of La Rioja from a general perspective, improving economic efficiency and the harmonious development of the territory, social equity, the organization and management of the road system and, in short, improving the sustainability and quality of life of the citizens of La Rioja.

Tasks performed:

In a project of this magnitude it is necessary to carry out a large number of tasks that allow us to know the territory in the best way and make the most beneficial decisions for it. Therefore, the plan is based on different phases or sections:

Analysis and diagnosis of the current network: with this phase the starting point of the network is known. Aspects such as the legislative framework, urban planning, the state of conservation of the network through a preliminary inventory, service levels, road safety, urban crossings, cycling mobility and accessibility to the territory have been studied. Planning objectives and conditions have also been established, with which it has been possible to detect problems in each section of the network (service levels, routing, accessibility, etc.).

Transport model: at the same time as the analysis of the network, a four-stage macroscopic transport model was carried out using PTV Visum software. Several scenarios have been simulated, both for the current situation and the future situation. This tool supports the study of actions to be carried out in the Network, showing, for example, the interaction between supply and demand.

Definition of actions, establishing an order of priority based on the problems, needs and social profitability that each particular action will produce.
Definition of scenarios, establishing blocks of particular measures, and selecting the most appropriate one through a multi-criteria analysis. Aspects such as pollutant emissions and accident rates have been considered.
Programming of actions: once the most appropriate scenario has been selected, a programming of actions has been carried out, defining the necessary investment for each year.

In parallel to all this, the Plan has been submitted to Ordinary Strategic Environmental Assessment, in accordance with the provisions of Law 21/2013, of December 9, on environmental assessment, and preparing the necessary documents for this purpose, such as the Strategic Environmental Study. In addition, all the considerations received during the public information have been taken into account.
